The terms and conditions for using PDFBEAR free online PDF tools, accounts, file storage and Premium subscriptions. Read our Terms of Service.

These Terms of Service set out the legally binding conditions between you (the "User") and PDFBEAR for using the PDFBEAR websites, services and applications. They do not replace specific legal advice. Our products and practices evolve, so please refer to the current version on this site and contact us if you have any questions.

1. Acceptance of these terms

By accessing or using PDFBEAR (pdfbear.com) and its tools, you agree to these Terms of Service and our Privacy Policy and Cookie Policy, whether or not you are registered on our services. If you do not agree with all or part of these Terms, please do not use the service. If the regulations in these Terms are in contradiction with the Privacy Policy, these Terms of Use will prevail.

2. The service

PDFBEAR provides free online PDF tools, including converting files to and from PDF, images and Office formats, plus merge, split, compress, organize, rotate, e-sign, OCR and watermark tools, and AI features such as chat with PDF, summarize, question generator and translate. We may add, change or remove features at any time, and would only give prior notification of a discontinued service to paid users.

3. Eligibility and accounts

You can use some tools as an anonymous guest, with a limited number of files tracked by a cookie before you are asked to register. To create an account you must provide a valid email and verify it before using the tools, or sign in with Google or Microsoft. PDFBEAR maintains different account types - Guest (not registered), Registered, and Pro - which allow you to work within different file-size and storage limits. You are responsible for keeping your login credentials secure and for all activity under your account. You must be old enough to use the service (see the Children section of our Privacy Policy).

4. Acceptable use

Your use of the Service is subject to a Reasonable Use Policy designed to keep the service fair for both users and developers. When using PDFBEAR, you agree not to:

  • Upload or process files that are illegal, infringing, or that you do not have the right to use.
  • Upload malware, viruses, or any content designed to harm the service or other users.
  • Attempt to disrupt, overload, reverse engineer, or gain unauthorized access to the service.
  • Abuse, automate, or circumvent guest limits, rate limits or security measures, including using any automated or non-automated scraping process (bots, scrapers, spiders) or converting documents at a rate that exceeds what a human can reasonably do by manual means.
  • Share your password with any other person, or use another person's username and password to access the service.
  • Use the service to violate the rights or privacy of others, or to break any applicable law, including generating SPAM or instructions for illegal activities.

PDFBEAR may investigate any account that registers over 1000 tasks in a month to determine compliance with this policy. If PDFBEAR determines that you are in breach, we may temporarily or permanently suspend or terminate your account or your subscription to the Service.

5. Your content and licence

You keep ownership of the files and content you upload. We do not claim any rights in your content and do not analyze the content of your files while processing them. Only you will have access to your edited files and their own download link. You grant us only the limited permission needed to host, process, store and display your files so we can provide the tools and the download, sharing and management features you request. You are responsible for ensuring you have the rights to the content you upload, and bear sole responsibility for the use of your own files, including any copyright infringement that may affect third parties.

6. File storage and retention

Files may be up to 50 MB each and are processed over a secure (HTTPS) connection. Retention depends on your plan:

  • Free accounts: a file is automatically removed 14 days after its last activity. A download or a visit to its share link resets the 14-day timer.
  • Premium (Pro) accounts: files are kept for as long as your subscription is active, and are removed 30 days after the subscription ends.

You can delete any file at any time from your file manager at /my-files. We may also remove content that violates these terms.

7. Premium subscription and billing

Premium (Pro) is a paid plan billed through Stripe and includes a 7-day free trial. Subscriptions start when the first payment is made and are recurring billing transactions that continue until cancelled by you. Unless you cancel before the trial ends, your subscription begins and renews automatically for the period you selected, at the price shown at checkout. You can cancel at any time, and cancellation takes effect at the end of the current billing period; you will not receive a refund for the current billing period. The free trial only applies to new customers and may not be available for all services, regions, countries or currencies; PDFBEAR reserves the right to remove or cancel the free-trial offer at any time. We do not store full card numbers; Stripe processes and stores your payment details. All information you provide in connection with a purchase must be accurate, complete and current, and you will pay any applicable taxes relating to your purchases.

8. Right of withdrawal for consumers

You have the right to revoke your contractual statement without giving reasons, in written form (e.g. letter or e-mail), within 14 days. The cancellation period begins at the earliest on receipt of these instructions in written form, but not before the conclusion of the contract. In the case of a valid revocation, both parties shall return the benefits received; payments shall be refunded within 30 days. Your right of withdrawal will expire before maturity if, with your explicit approval, the contract is completely fulfilled by both parties before you have exercised your right of withdrawal. Except where required by law, payments are generally non-refundable once a billing period has started.

9. Fair use of AI features

Some Premium features use artificial intelligence and cost us money each time they run - in particular AI OCR (reading scanned pages), Chat with PDF, Summarize, Translate and the PDF Question Generator. To keep PDFBEAR fast, affordable and sustainable for everyone, these AI features are subject to fair-use limits even on a Premium plan:

  • A cap on the number of pages processed with AI from a single file (very large documents are truncated to that limit).
  • A monthly fair-use allowance of AI usage per account. Once an account reaches its allowance, AI features pause until the allowance renews on the account's monthly cycle (about every 30 days, on the same day of the month you signed up). The allowance is set well above normal individual use.
  • Limits on how many files and how many pages you may submit in a single upload, and a maximum upload size of 50 MB per file.

Premium is intended for ordinary personal or business use by a single account holder. It may not be used for automated, scripted, bulk, resale, scraping or high-volume commercial processing, or shared across multiple people, without our prior written agreement. If usage materially exceeds fair use, or appears automated or abusive, we may throttle, queue, temporarily limit or suspend AI features on the account, ask you to move to a more suitable plan, or - for repeated or deliberate abuse - suspend or terminate the account, in each case acting reasonably. We may change these limits over time; the limits in force are applied in the product and shown to you when you reach them.

10. Intellectual property and licence of use

The PDFBEAR website, brand, logo, software and design are owned by PDFBEAR / Megacloud Limited or its licensors and are protected by intellectual property laws. PDFBEAR is a registered trademark. PDFBEAR is the exclusive owner of all rights to the web application that provides the functionalities offered online. The licence of use granted to users does not transfer the Intellectual Property rights of the Service; users remain solely authorized to use the Service software. You may not copy, modify, translate the source code, distribute or create derivative works from the site itself without the express permission of PDFBEAR. This does not affect your ownership of your own uploaded content. Breach of these obligations may lead, at PDFBEAR's discretion, to the relevant copyright claims, the suspension of Service, or the termination of the contract.

11. Third-party services

PDFBEAR relies on third-party services to operate, including Google (OAuth), Microsoft (OAuth), Stripe (payments), OpenAI (AI features), Resend (email), Wasabi or AWS S3 (file storage), and hosting and CDN providers. When you use AI features, your files or text are processed by OpenAI to generate results. Your use of these features may also be subject to those providers' terms.

12. Disclaimers

The service is provided "as is" and "as available" without warranties of any kind, whether express or implied, including fitness for a particular purpose, accuracy, or uninterrupted availability. We do not guarantee that conversions or AI outputs will be error-free or that the service will always be available. You use the service at your own risk and should keep your own backups of important files.

13. Limitation of liability

To the maximum extent permitted by applicable law, in no event shall PDFBEAR, Megacloud Limited or its providers and employees be liable for any direct, indirect, punitive, incidental, special, consequential or exemplary damages, or for any loss of data, files, profits or goodwill, arising from or relating to your use of the service or any breach of this agreement. Under no circumstances will PDFBEAR be responsible for any damage, loss or injury resulting from hacking, tampering or other unauthorized access or use of the service or your account. Where liability cannot be excluded, it is limited to the amount you paid us, if any, in the 12 months before the claim.

14. Indemnity

You agree to indemnify and hold PDFBEAR harmless from any claims, damages, losses or expenses arising from your content, your use of the service, or your breach of these terms or any law.

15. Termination

You may stop using the service and delete your account at any time from your account page or through the online contact form. We may suspend or terminate your access if you breach these terms, misuse the service, fail to make timely payment, or where required by law. On termination, your right to use the service ends, and stored files may be removed in line with our retention rules. Termination does not affect PDFBEAR's ability to claim corresponding damages and losses.

16. Changes to these terms

We may update these terms from time to time. When we do, we will revise the "Last updated" date above. Your continued use of PDFBEAR after an update means you accept the revised terms.

17. Governing law

These terms are governed by the laws of Hong Kong, without reference to its choice-of-law rules, and any disputes will be handled in the courts of that jurisdiction unless mandatory local law provides otherwise. You and PDFBEAR agree that the United Nations Convention on Contracts for the International Sale of Goods does not apply to the interpretation or construction of these Terms.
