ZIP to PDF is a packet-building workflow, not a generic unzip button
The tool safely opens one ZIP archive, selects supported PDFs, documents and images, converts those members where necessary and merges their pages into one PDF. It is designed for application packets, evidence bundles and scanned folders that already have a deliberate file sequence.
Unsupported members are skipped rather than inserted as blank pages. An archive with no usable members is rejected with an explanation, so a green success state cannot hide an empty result.
Control order before creating the archive
Archive order and filenames determine the packet sequence. Rename members with padded numeric prefixes such as 01-cover.pdf, 02-form.docx and 03-receipt.jpg before making the ZIP. Padded numbers prevent 10 from sorting beside 1 ahead of 2 in tools that use lexical order.
Remove duplicate drafts, temporary Office lock files and unrelated attachments. Keep each intended input at the archive level expected by the tool; nested ZIP files are not recursively opened. When page-level order matters more than file order, extract the archive yourself and use Merge PDF for explicit control.
Safety limits prevent ZIP bombs and path abuse
PDFBEAR rejects unsafe archive paths and limits both the number of supported members and the total expanded size. A small uploaded ZIP can expand into gigabytes, so the expanded-data limit;not only the compressed upload size;is essential. The tool processes up to 20 supported members and 200 MB of expanded data per archive.
Do not use password-protected or nested archives as a way to package inputs; extract authorized files locally and create a straightforward ZIP containing only the documents to be converted.
Verify the combined PDF as one deliverable
Check that every expected filename contributed pages, then inspect transitions between source files. Compare total pages with the components, review image orientation and confirm that Office documents did not reflow because of missing fonts. Use Organize PDF after conversion to rotate, remove or reorder individual pages.
Keep the original ZIP until the packet has been approved. If one source needs correction, rebuild the archive with the corrected member so the PDF and its source manifest remain reproducible.
